[File] key on the action panel

can be changed depending on the setting mode.

N u m b e r S e t t i n g " b y s e l e c t i n g , i n " S e t t i n g m o d e ( a d m i n i s t r a t o r ) " ,
s e l e c t [ S y s t e m S e t t i n g s ] [ I m a g e S e n d S e t t i n g s ] [ F a x S e t t i n g s ]
[ R e c e i v e S e t t i n g s ] [ A l l o w / R e j e c t N u m b e r S e t t i n g ] .
