00 = Reader tags
80 = Application tags
Lower 7 bits indicate which application slot for the operation.
Type of operation to be performed:
0x00 = Read single tag operation
0x03 = Read all tags operation
0x04 = Write operation
0xFF = Set to factory defaults
Database Selector:
00 = Contact L2 EMV Tags
01 = PayPass-MasterCard
02 = PayWave-VISA
03 = ExpressPay-AMEX
04 = Discover
