Check the USB connection from the touch controller to the
PC

Check monitor cable from display to PC
Check if the PC starts (CPU fan is running), if it does not, the
problem must be in the PC

Check power connection from the display
If PC does not start, check the power connection from the
whole machine (inclusive line filter)

Check power connection and fuses in the line filter
