In the normal operation state, bus coupler circuit-breaker is open. Meanwhile, Busbar1 and Busbar2 are
powered on independently with 2 power supplies. When one busbar lost voltage and other busbar voltage is
normal, ATS will close CB3 to power on the dead busbar.
