Table 5-8 and Table 5-7 show that module setup words WY19 and WY20
program additional functions of the 24-bit counter.
The module setup words have two modes: Run and Program. In Run mode,
the definitions in Table 5-7 apply; in Program, the definitions in Table 5-8
apply. During Program mode, the counters are inhibited and the outputs are
off. After setting up the module in Program mode, set the module to Run
mode as described in Section 5.10.
