Prerequisites licensing

For the migration of the STEP 7 V5.x project (only the STEP 7 part) it is necessary
that the software is installed and also licensed:
STEP 7 V5.4 SP5 or higher + STEP 7 V13SP1 (possible as combo license)
If the project is also to be included in a WinCC flexible part, licenses are also
necessary:
WinCC flexible 2008 SP2 or higher + WinCC V13 SP1 (possible as combo
license)
Each other option that is subject to license, which is part of the STEP 7 V5.x
project, also has be licensed.
