Location 118 and 120 are used to either enable or disable the reporting
of groups of events via the communicator. This is especially useful
when using Contact I.D or SIA formats. Instead of having to individually
disable multiple locations it is possible to disable groups of reporting
codes. These locations are bitmapped.
