If the call disconnects shortly after the other party answers the call, this indicates the phone companies switch has sent an Answer Supervision (reverse polarity) signal to the IA4100, and the 4100 has disconnected as instructed. To verify this, deploy command 400# in programming mode, and test again. This commands the 4100 to disregard all hang up commands from the phone companies switch.
