where: CCCC = Customer (subscriber) ID
Q = Event qualifier, where:
EEE = Event code (3 hexadecimal digits)
GG = Partition Number (system messages show Ò00Ó)
ZZZ = Zone/contact ID number reporting the alarm, or user
