Replace the power supply with the flashing LED.

Check internal drawer cabling from power distribution card to primary I/O
backplane. See "Primary I/O Drawer Internal Cables" on page 481 in Chapter
10.
Replace the following one at a time:
1. primary I/O drawer backplane
2. power distribution board

Reset the circuit breaker.
