About converting layers from PageMaker and QuarkXPress
By default, a new document (or one converted from QuarkXPress) contains just one layer,
called Layer 1.
InDesign converts Adobe PageMaker 6.5 documents differently to accommodate the
differences in PageMaker and InDesign layers. In PageMaker 6.5, master page objects on
layers always appear behind all objects on document pages. In InDesign, however, master
objects on layers appear at the back of each corresponding layer. (See
