notify of status changes for alarm control.

Event Conditions
OIS(SVR) controls the event conditions used to trigger guidance or history message printing,
and the bit data indicating occurrence/recovery of events. For event conditions, you must register
the status signal and conditions of process tags as well as bit signals output when the event
conditions are met by using the OIS Engineering Tool.
When OIS(SVR) receives a process change message, it determines whether the event conditions
are met based on the event conditions of the status signal. If they are met, it sends an event
condition change message to OIS-DS. Guidance, voice output, and history message printing are
also performed.
In redundant OIS(SVR), occurrence and recovery of events are mirrored in both stations.
