Enable the power management features.
[Nominal Frequency] Set CPU working in nominal
frequency when system is idle.
When enabled, OS sets CPU frequency according
load. When disabled, CPU frequency is set at max
non‐turbo.
Turbo mode allows a CPU logical processor to
execute a higher frequency when enough power is
available not exceed CPU defined limits.
