In the Init state the actual initialization of the module is performed, including a
self-test.

In the Not Configured state the module waits to be configured. The FCI performs
the parameter download to the module. All channels on a module need not be

Entering the Ready state starts input channel scanning. All active channels are
scanned before the state is completely entered. In this state the module just waits to
be commanded to the Operational state.
