DESCRIPTION
Uniquely identifies a file in label directory.
The standard identifier consists of:
Owner Identification - 8 characters
File Name - 30 characters
Edition Number - 2 characters
The 40-character field may be divided in
other ways at installation option.

supplied for each succeeding OPEN request.
