SyncServer 600 Series User's Guide
On the input side, the code performs a subtraction using control
bits 14 - 19 from the supplied IRIG time with the expectation that
this will produce UTC time. This aligns with the C37.118.1a-2014
definition.
On the output side, control bits 14 - 19 will always be zero, and
the encoded IRIG time will be UTC (if using an input 1344 IRIG
as the reference the 2014 rules are applied to get that value).
Hence, any code receiving S6x0 IRIG 1344 output should work
regardless of which version they are decoding (since there is
nothing to add or subtract).
