Enabling link-down port auto power-down

To save power, enable the link-down port auto power-down function on Ethernet interfaces. The switch
stops providing power to the interface if the interface is in the down state for a certain period of time
(depends on the specifications of the chip, and not configurable). In this case, the interface enters the
power save mode. When the interface goes up, the switch provides power to the interface.
