DC voltages on the board are slightly out of tolerance (12V Bulk, 5V, 3.3V,

or in the small form factor pluggable (SFP) optical transceiver for a specific port.

Link
The Link LED is a solid Green LED indicating

(once every four seconds) - LED test state.
Blinks ON for each transmit or receive on the port.
Constant - no errors.
Blink slowly - receiver bit errors are detected.
Blink fast - low signal-to-noise ratio (SNR) close to an error condition.
Off when an auto-negotiation is in progress or an error condition exists.
