・Even after you change the display language settings, if an application does not
support Unicode, the application does not change the language used for
displaying text. If you want to change the display language for applications that
do not support Unicode on the Administrative tab in the Region and Language
property window, click Change system locale, and change the Current system
locale.
・The display language and other settings you configured in the Region and
Language property window are only applicable for the current user account. If
you want to apply those settings also to system accounts or new user accounts
created in the future, on the Administrative tab, click Copy settings, and select
the respective check boxes as below.
If applying to system accounts:
If applying to new user accounts: Select the New user accounts check box
