WebTools functionality moved to DCFM

The functionality that was moved from WebTools in 6.1.1 to DCFM is applicable to both DCFM
Professional and DCFM Enterprise.

Added the ability to change portcfgfillword to IDLE or ARB(FF) mode.
Regardless of the Fabric OS version that was previously installed, all ports
default to IDLE [mode 0]. However if they were changed to ARB(FF) [mode
1] manually, they remain in ARB(FF) mode. Can be changed by the user.
0—IDLE for Link Init, IDLE for fill word
1—ARB(FF) for Link Init, ARB(FF) for fill word (NOTE: not supported with XP
storage arrays)
