For Windows NT4 servers, the Password Sync must be installed on a
primary domain controller (PDC). Synchronization will not function
properly on a non-PDC machine.
On Windows 2000, password complexity policies must be enabled
in order for the password hook DLL to be triggered. By default,
these policies are disabled. Refer to the appropriate Windows
documentation for more information.
