If you are using Windows 2003, you need the "Replace a Process Level

For Outlook XP Users
You must have Outlook XP Service Pack 2. Outlook XP Service Pack 3

is not currently supported. If you are using Windows 2000, you must
have the "Act as Part of the Operating System" right, or be a member of
the local Administrators group.
