'deny': packets that match the rules will be dropped.
'permit': packets that match the rules will be accepted.
'next': packets that match the rules will go to the immediate
next rule to do further matching. It is used for multiple rule
chain.
'1' is the highest priority.
'000000000000' means all MAC addresses.
'0.0.0.0' means all IP addresses.
