Is there a way to turn the KARMA Function off and on for the
entire machine?
See Global (1.1-1c) -> Auto KARMA.
Note that you can also use this feature to "freeze" the current settings of
KARMA and try them out on other Programs. In other words, you load
A005: Acoustic Guitar. To easily try this KARMA GE on another guitar
program, turn off "Auto KARMA" for Program Mode, and change to
another guitar program. The settings will remain the same. You can
even use the "Category Hold" function along with this to easily advance
to the next guitar program – press the "Hold" button at the lower right of
the 9 key keypad.

Can you set the KARMA function to key reset on/off like an
ordinary arpeggiator?
I'm guessing that you mean you want to retrigger the start of the KARMA
GE, like the "Key Sync" parameter of typical arpeggiators?
The way you change this is to change the Trigger Mode of the Notes (and
Envelopes, if applicable).
This is done in page (6.2-2a) [Menu]-[K Mdl]-[Parm2]-> Note Trigger
Mode, Env Trigger Mode.
If set to "Any", then every time you strike the keyboard it will restart. If
set to "AKR", then it will only restart when you release all notes and
restrike (if you hold at least one note, you can shift other fingers around
without retriggering the start.) If set to "1st", only the first time you
strike the keyboard does it start, and then you cannot retrigger it from
the kbd unless you turn KARMA Off/On (typical for most arranger-style
grooves). If set to "Dyn", then it doesn't trigger from the keyboard at all,
but you can assign things like the Joystick to trigger it through Dynamic
MIDI.
Note that if the GE happens to be using any of the 3 Envelopes to do
anything, you may need to change the Envelope Trigger Mode to match
(although creative combinations of different settings are possible, which
