A simple way to fix this in your case is to delete all the measures after
the first 4, using the "Delete Measures" [UTILITY] on [TEdit]. This should
allow you to loop the first 4 bars without changing time signatures. You
can always add more measures later, either by recording on another
track, or by using the "Repeat Measures" or "Insert Measures" or "Copy
Measures" [UTLITY]. If you add more measures this way, they should all
end up having the time signature of 3/4.

Is there a way to "de-sensitize" my keys, i.e. make them a
constant level so it doesn't matter how hard I hit them? When I
record drum track,s I want all the notes at a constant level.
You cannot completely disable the velocity sensitivity. You can make it
less sensitive, by going to Global (1.1-1) [Basic] Velocity Curve -> Set to
8, and (2.1-1a) [MIDI] Convert position -> "Pre MIDI". This is the least
sensitive curve.
However, after recording a drum track in the Sequencers, you could use
the "Modify Velocity" UTILITY of Track Edit (5.2-1b)
Page 102, to set all the Velocities to the same level. Simply set the Start
and End Velocities to the same number in the UTILITY Dialog box. If you
use "127", all your drum sounds will be at a constant maximum.

In Program Mode:

I'm trying to play Standard MIDI Files in the Sequencer, but
not getting the correct Bank Changes. I've got my Bank Map set
to "GM2".
This can be confusing at first. Setting the Bank Map to GM2 does not
make the Karma automatically perform correctly as a GM module. There
are two situations where it will behave correctly:
1) Song Play Mode always behaves correctly.
2) If your software sends a GM-MODE ON message at the start of the
file the Karma will respond correctly.
