Min/max control by the VAV compact controller

When setting the minimum / maximum air volume flow in the VAV compact
controller, the supervisory controller must be set to V
With this setting, the supervisory controller reference signal for both the supply air
and extract air controller is the same. Thus, supply air / extract air control with a
single reference signal is possible.
