Possible cause
The power supply is
abnormal.
The fans are abnormal.
The input voltage is

Elimination method
Make sure the input voltage is within the
permissible range, the circuit breaker or
switch is set at ON, and the cooling unit is
correctly grounded.
Make sure that each fan wiring is
normal and change the abnormal fans if
necessary.
