To prevent the volume from muting on the Jitterbug Flip, ensure the volume is set to the highest level (Max for ringer, High for speaker) using the Volume Button. Since the phone does not have a built-in way to lock the volume, you can physically block access to the Volume Button by attaching a rigid cover over it.
