I. The [ref_unlocked] fields are reporting the clock status and system performance
information. The reference should be locked ([ref_unlocked] [active] = false) and the
TCXO should not have any active alarms ([tcxo_failure] [active] = false). The reference
may report it is unlocked and the remote_tdc_starvation may show one occurrence. This
is typical after a power up or coldstart and these conditions will clear once locked to the
fiber inputs.
