(12) STANDBY (X'96' or X'E2')

Upon receipt of this command, the device sets the BSY bit of the Status register
and enters the standby mode. The device then clears the BSY bit and generates an
interrupt. If the device has already spun down, the spin-down sequence is not
implemented.
Also, by using this command, the device sets the APS (Automatic Power Standby)
timer function. If the value of the Sector Count register when this command was
received is not '0' then the APS timer value corresponding to it is set, and APS
timer function become valid. If the values of the Sector Count register when this
command was received is '0' then the APS timer function become invalid.
If the APS timer function becomes valid, then the APS timer begins counting
down after completing the next media access command such as the READ or the
WRITE. If the device has not received any command during specified period,
then the device enters standby mode automatically.
Under the standby mode, the spindle motor is stopped. Thus, when the command
involving a seek such as READ SECTOR(s) command is received, the device
processes the command after driving the spindle motor.
