To layer Programs in a Multi:

Creating keyboard splits
To create a keyboard split between two or more Programs:

This will make sure that the Programs all respond to the full velocity range.

For instance, setting the Low Key to C4 and the High Key to C8 will make the
Program play only in the upper part of the keyboard.
When the High/Low Key and Velocity parameters are selected, you can press and
hold the Shift key to edit the values by playing notes on your MIDI controller.
You can create splits using as many different Programs as you like.

In the Mixer window, set the Mixer Channels containing the Programs to
use the same MIDI channel.
In the Mixer window, set the Mixer Channels containing the Programs to
use the same MIDI channel.
In the Channel Parameters window, set the Low Velocity for each of the
Programs to the minimum (0), and the High Velocity to the maximum (127).
Set the High/Low Key parameters so that each Program is active for only a
specific keyboard range.
In the Mixer window, set the Mixer Channels containing the Programs to
use the same MIDI channel.
In the Channel Parameters window, set the Low Key for each Program to
the minimum (C-1), and the High Key to the maximum (G9).
