Because upstream data in a hosted system converges at the master, all shelves in
the hosted system now perform CAC calculations by default at connection time.
LIMs in the remote shelves guarantee bandwidth by performing LIM slot CAC,
and the host itself performs calculations on both the bandwidth of its trunk
interfaces and its cascade ports.
