stop here. If the endpoints confirm the configuration
by Digest method, the endpoints wouldn't upgrade
configuration unless the configuration in the server is
different with the running configuration.

when it boots up. Any SIP server understanding that
message will reply with a SIP NOTIFY message
containing the Auto Provisioning Server URL where
the phones can request their configuration.
