To set your device to always vibrate in addition to any ringer
settings:

Touch to enable vibration. (A check mark
Phone vibrate
indicates this feature is enabled.)
Silence All
The Silence All option allows you to mute all sounds (except for
media and alarm sounds).
To activate Silence All:
Press the volume button down in standby mode until you see
on the screen.

level.
