Fuel valve lever in the OFF position.
Bad fuel; outboard motor stored without treating or
draining gasoline, or refueled with bad gasoline.
Spark plug faulty, fouled, or improperly gapped.
Spark plug wet with fuel (flooded engine).
Carburetor malfunction, ignition malfunction, stuck
valves, etc.
