Here is a chart showing how to make a cable to connect the modem's DB-25 port
to the Vortex device's DB-9 port:

Remember that the modem and the Vortex device are wired as
DCE; thus, the wiring is exactly like wiring a null-modem
connection.

to the EF Device that it si ready to
