Specifics of sales of technically
sophisticated household goods, approved
by the Decree of the Government of the
Russian Federation No. 55 19/01/1998
• Electrical appliances and machines,
household gas equipment and other
technically sophisticates household goods
before supply to salesroom or to the
delivery point should undergo pre-sale
preparation which includes: Unpacking of
goods, clearing of manufacturing grease,
dust, and chips, visual inspection of
goods, package check, quality check,
availability of the necessary information
about the item and its manufacturer,
assembly and setup of the device if
necessary.
• Samples of the goods offered for sale
have to be placed in the salesroom, have
the issued labels with the indication of
the name, the brand, model, part
number, price and short summaries
supporting with key technical
characteristics.
• Upon the demand a buyer should be
informed about set-up and functioning of
goods, which have to be shown in
assembled, technically sound state.
Devices not demanding special
connections are shown in the operating
state.
• The person performing sales upon the
demand of the buyer checks quality of
goods, availability of its documentation,
and price accuracy in presence of the
buyer.
• With the handling of technically
sophisticated household appliances the
buyer is given sets of accessories and
documents established by the
manufacturer (technical data sheet or
other document replacing it with the
indication of date and the place of sale,
the maintenance instruction and other
documents).
• In case the cash voucher for goods does
not contain a description of goods and
the article the buyer is given a sales
receipt with the goods, in which these
data are specified, the name of the seller,
date of sale, the price of goods and the
person which is directly carrying out sale
of goods, and the signature.
• The seller or the organization performing
functions of the seller under the contract
are obliged to carry out assembly and (or)
installation (connection) at the buyer's
site of technically sophisticated goods, if
due to requirements of standards or the
technical documentation attached to
goods (technical data sheet, the
maintenance instruction) the buyer is not
allowed to do it by himself.
• Information about organizations
performing these tasks the seller is
obliged to handle to the buyer at the
moment of sale.
• If the cost of assembly and (or)
installation of goods is included, then the
specified works have to be performed by
the seller or a related organization free of
charge.
• Household microwave ovens, electric
ovens, toasters, electric kettles and other
electric household appliances used for
heat treatment of products and cooking
are included in the Inventory of long-term
use of goods, which are denied with the
requirement of the buyer about non-
repayable granting a substitution goods
while repair or replacement of similar
goods, the approved Resolution of the
Government of the Russian Federation of
19.01.1998 No. 55 does not extend.
• Household machinery and appliances,
household gas equipment, household gas
devices and other technically
sophisticated goods of household use on
which warranty periods are installed are
included in the List of non-grocery goods
of appropriate quality which are not
subject to return or exchange for the
similar goods of different size, form,
dimension, colouring or complete set
approved by the Resolution of the
Government of the Russian Federation of
19.01.1998 No. 55.
