Enabling subinterface rate statistics collection

IMPORTANT:
The subinterface rate statistics collection feature is resource intensive. When you enable this
feature, make sure you fully understand its impact on system performance.
This feature refreshes subinterface rate statistics periodically.
To enable subinterface rate statistics collection:
