Trouble shooting Central Account Management.

To know the status of the Central Account Management, the diagnostics
information is provided on Local HMI. This is available under Diagnostics/
Communication/CAM status/CAMStatus
1. When IED is not configured with any users the default status of the
CAMStatus diagnostics will be:
