Action:
The file pointer is positioned at the
descriptor record, with the first record as
the next record. This is the position the
file pointer assumes when the file is opened
for other than append, or when it is created.
If there are no records in the file, the next
record pointer is null.
Possible errors:
FILE NOT OPEN (code CB) - the logical unit
being accessed is not active. No action is
taken.
