ICOM IC-F3/S MURS (Multi-Use Radio Service)
Feather River Rail Society
The Feather River Rail Society has 20 I COM VHF portable radios set up to be used for events and
off-site events that may require communications between members, staff and volunteers.
These radios are governed by the Federal Communications Commission Rules and Regulations.
(FCC)
The Multi-Use Radio Service (MURS) is in the 151 - 154 MHz spectrum range. The most common
use of MURS spectrum is short-distance, two-way communications using small, portable hand-held
devices that function similar to walkie-talkies. ·
Background
The Multi-Use Radio Service (MURS) dates back to 2002 when the FCC changed the service rules
for five industrial/business frequencies known as the "color dot" frequencies from Part 90 to Part 95 of
the FCC rules and regulations.
Licensing
The Multi-Use Radio Service (MURS) is licensed by rule. This means an individual license is not
required to operate a MURS device. You can operate a MURS device regardless of your age and for
personal or business use so long as you are not a representative of a foreign government.
The FCC service rules for the Multi-Use Radio Service (MURS) are located in 47 C.F.R. Part 95.
It is the responsibility of all persons who operate FRRS radios to have read, be familiar
with and utilize these procedures. In any two- way radio system it is absolutely
essential that each person using the system recognize that many people must also use
the same frequencies (channels). Therefore, it is necessary to practice the policy of
"Listen Before You Talk". This is also a requirement of the Federal Communications
Commission (FCC).
Radio transmissions are not private conversations. Everything that is transmitted on
the base, portable and mobile radios might be heard by other persons monitoring the
channel.
All radio transmissions during an emergency event shall be limited to immediate life
and safety communications, (calls for assistance, calls for 911 services) no
discussion of the actual emergency event shall be transmitted over the radio.
