Basic Sequence
At startup, the phone will multicast a SIP SUBSCRIBE message for the ua-profile event, receive a SIP
NOTIFY message from the PnP server and obtain a pre-provisioning server address. It will then obtain a
provisioning server address from the pre-provisioning server.
