A rising/falling threshold tracks whether an element is on the desired side
of a boundary. This threshold includes an upper and lower boundary, and
the buffer zones are always 0. Events can be selected for transitions
between the boundaries. Rising/falling thresholds are typically used for
rate-based counters.
