Generate pulse

Outputs the pulse specified by t1 and t2 to the specified connector pin m as follows:

- The pulse for ON time is (t1 x 2msec) and for OFF time is (t2 x 2 msec).
• If t2 < t1, the OFF time is equal to the ON time.
• If t2 < 50, t2 is supposed to be 50.
