To ping a link-local address, use the –i parameter to specify an interface for the link-local address.

Network requirements
As shown in

Enable IPv6 ND suppression on Router A to directly answer ND packets for Router B.

Verifying the configuration

On the base station, clear the ND suppression entries, and ping the L3VE interface VE-L3VPN
1 of Router B. (Details not shown.)

Verify that Router A has ND suppression entries for the base station and Router B.
