Vertical drive for internal damage.

Propeller pitch or diameter, damaged blades, or slipping hub.
Crankcase oil volume.
Marine growth on hull and drive.
Wrong Sterndrive gear ratio.
Operating at high altitude.
Restricted carburetor air intake.
Restricted exhaust outlets in engine, transom bracket, or drive.
Poor cylinder compression.
