how do I know when it is on or working
You can tell if the Mosquito Magnet Executive is on and working by checking the LED indicator. If the green LED light is on, the unit is operating properly. Additionally, the display will show "RUN" and flashing arrows. When the unit is cooling down, the word "COOL" and indicator arrows will flash, and after the cooling period, the LED will turn off and the display will show "OFF".

The fan will not operate. It appears that the electrical signal from the batteries pulses, and the fan blades experience a minor shift (but don't actually ever move forward). It almost behaves as if the fan is blocked. But when the unit is off, I can insert a stick and move the blades without issue. I replaced the batteries, no effect. Please advise. Thank you
