The provided context mentions a Radio Shack PRO-404 police scanner with a frozen display when turned on but does not directly state why the display is not showing anything. However, possible causes could include a power issue, a faulty display connection, or a malfunction in the scanner’s internal components.

To troubleshoot, try:
1. Checking the power source and ensuring the batteries or adapter are working.
2. Resetting the scanner by removing and reinserting the power supply.
3. Testing if the backlight can be turned on, as mentioned in the manual.
4. Moving the scanner to a different location to rule out interference.

If the issue persists, internal repairs or professional servicing may be required.

To turn on the Radio Shack PRO-404 when it displays "UP to SEnd CLOnE," you need to exit the clone mode. Remove the connecting cable from the scanner's PC/IF jack, and the scanner should return to normal operation. If the issue persists, turn the scanner off and back on again.
