Enable or Disable Non uniform Memory Access (NUMA).

UMA-Based Clustering
UMA Based Clustering options include Disable (ALL2ALL), Hemisphere (2 cluster,
not supported on ICX).These option are only valid when SNC is disabled. If SNC is
enabled, UMA-Based Clustering is automatically disabled by BIOS.
