The ice maker in the Thor Kitchen TRF3601FD may not be making ice and the panel lights may not be turning on due to the following reasons:

1. Distributor Switch Disconnected: If the distributor switch is disconnected, the distributor lamp will turn off after a 3-second delay, which may affect the power to the ice maker.

2. Refrigerating Ice Maker Turned Off: If the REF-ICE key was pressed again, it would turn off the backlight and the refrigerating ice maker, and this change takes effect after locking.

3. Power Supply Issue: The refrigerator must be connected to a power source to function, so a power outage or disconnection may cause the panel lights and ice maker to stop working.

4. Water Connection Issue: The ice maker requires a potable water supply with a minimum inlet water pressure of 30 PSIG. If the water supply is not connected or the pressure is too low, the ice maker may not function.

Checking the distributor switch, ensuring the REF-ICE function is activated, verifying the power connection, and confirming a proper water supply may resolve the issue.
